Samenvatting

The goal of this research paper is to find out what the influence of the introduction of the generic standards (Dutch: generieke eisen) is on English teaching within the secondary vocational education (MBO). The generic standards have been introduced as a tool for higher education institutes (HBO) and can be seen as a by-product of the referential levels (referentiekaders) used for Dutch and Maths except that they are only used for English on level 4 courses. The problem however is that the grading of the generic standard takes a lot of time and that other exams have to be graded as well. This leaves very little time (3 periods) for the students to advance their level of English. Apart from the time lost grading, the teachers and students are not fully aware as to why they have to perform the tests based on the generic standards and what the rules are regarding said tests. This research focuses on a number of aspects such as the wishes of students in contrast with classroom hours, the opinion of teachers and the rules behind the generic standards compared to the two former points. These results are supported by theoretical underpinning found in various research papers, specialist literature and official government documents. This study finds that the expectations of students cannot be fully met due to time constraints when put in contrast with the official CEFR classroom hours given. The study continues with the confirmation of complaints found already within other studies performed on this very subject and with the finding that students are keen to see the situation changed themselves. The study gives as its recommendation to the institution, that although it cannot change Dutch law by itself, it should pay heed to these wishes voiced by students and teachers alike for more English classroom hours if the institute itself wishes to uphold the standards set by the various groups for the required level of English.
