Samenvatting

SUMMARY

The Vendée, a French department on the Atlantic coast, is one of the most popular tourist destinations in France. Consequently, it is also popular with European tourists. The town of Les Sables d'Olonne, Olonne sur Mer and Le Château d'Olonne are more specifically concerned (the "frontiers" between these towns are barely distinguishable).
Among the numerous issues and objectives that have been defined in the studies launched at the canton scale, one was coming regularly: develop new touristic trajectories while preserving and emphasising the environment with the creation of a new area: "Nature Park of the Pays des Olonnes".
The first step was to find a methodology to be followed during the whole project. The participative approach has been chosen, and the method divided into two items; the steps (defining the project, the objectives) and the actors (the steering committee, the network of actors). This method has an advantage which is that every actor member of the network can give his/her opinion about such or such proposition the steering committee made.
After several researches (internal document, internet) and with the studies previously mentioned, it appears that the site (composed of the dune, the forest and the marshes) was fragile and has an exceptional ecological wealth. Numerous protecting zonings are present, but none has the same aim neither the same perimeter.
In the marshlands, the economical aspect is reduced. While the ancestral salt culture has endured until nowadays, the market-gardening and the culture have totally disappeared. In the dune massif, the tourist frequentation has posed lots of problems but has been well managed since several years. It is also important to notice that all these human factors, as well as natural ones (erosion, silting-up), can seriously affect the zone integrity and its management too.
Then, the issues/problems, their possible solving have been taken into consideration, and main objectives have been defined. The main issue and objective was about the problem of finding balance between the tourism and the nature preservation, as well as the problem of the privacy of the basins and the water quality. All the objectives have been written integrating sustainable development principles.
Finally, meetings with all the stakeholders were organised and allowed a driving force to be emphasised: precaution principle. This was the opportunity to give them explanation about the project. It has allowed them to express their opinion, but also permit to make evident possible controversy aspects. This was the start of the dialogue approach.
Of course, this project is not at term, but these first steps will allow continuing on the way of the dialogue and sensitisation to sustainable development. The concretisation of this project will reach a global approach which could be reuse in the future main projects of settlement.
