Samenvatting

Previous research conducted by the WaardenMakers has shown that the collaboration between water management organisations in the city of 's-Hertogenbosch is not reaching its full potential and that they do not have a shared ambition for water management in the future. The chances of the duration of projects taking longer and organisations working alongside each other increases when having an individual ambition. The WaardenMakers have not researched what kind of effect a shared ambition has between water management organizations in 's-Hertogenbosch. The goal for this research was to get an
overview of what a shared ambition between water management organization in 's-Hertogenbosch contributes to a transition towards a water-smart city. Further objectives are: notify the urgency of problems surrounding water and green, identify the opportunities of a shared ambition, describe the importance of multifunctionality, and how the water SMART city concept helps to solve climate-related problems in 's-Hertogenbosch.
In the theoretical framework, the water SMART city concept is given. The water SMART city concept shows the transition a city goes through to become a water-smart city. In addition, the concept focuses on three main sectors in water management. A combination of sustainable water supply, wastewater reduction and treatment, and surface water runoff reduction and treatment, will result in a water-smart city. Furthermore, the concept of multifunctionality is formulated to indicate its importance in projects so that it will be beneficial to multiple systems. In addition, the urban climate governance is discussed to give a perspective on the climate governance in the Netherlands regarding climate in the city, and the sponge city concept is described as it shows concrete measures that can be taken in and around the city to be more water resilient.
The research methods used in this research are in-depth interviews with experts from each of the water management organisation involved in the city of 's-Hertogenbosch and analysing the ambition documents of each of the water management organisations. These methods are used to get an indication of the current collaboration between water management organisations in the city of 's-Hertogenbosch, their current ambition, their opinion about a shared ambition, and the opportunities regarding water management in 's-Hertogenbosch.
The practical research has shown that new ways of water management and collaboration in 'sHertogenbosch are increasingly being looked at, but no steps have yet been taken to create a shared ambition between water management organisations in 's-Hertogenbosch. The biggest challenge in this matter is who should take the first step and who is responsible for the shared ambition. Furthermore, the goals from the water SMART city concept are almost identical to the goals that water management
organisations in 's-Hertogenbosch stated in their ambition document that is active from 2022. The three themes (sustainable water supply, wastewater reduction and treatment, and surface water runoff reduction and treatment) are not unknown to the organisations, since all subjects are subdivided under the water management organisations in 's-Hertogenbosch, but a combination of the three themes has not yet been realised.
Overall this research shows that a shared ambition between water management organisations in 'sHertogenbosch will introduce a new way of water management. By having a shared ambition, organisations work from the perspective of the water system instead of setting goals and identify opportunities from their field of work. In addition, the quality of collaboration between water management organisations will increase, which results in projects being implemented faster, qualitatively
better, and cheaper, because problems are managed and tackled together.
