Broos and Sissing discuss the quagmire of Information Operations. Wheras information is crucial to military effectiveness it is at the same time difficult to retrieve or obtain without infringing ethical bounderies. The authors present the morality line for data collection that ranges from 'torture' and 'coercion' at the unethical end to 'informed consent' at the ethical end. But ethics and information come in many shades of grey, for the information needs to be reliable and the moral divide may shift according to the interests that are at stake and the harm done during operations. The authors venture into human intelligence, counterinsurgency, but also into information operations on the internet that are reminiscent of present discussions regarding the National Security Agency. Governments are in dire need for a truthful narrative that aligns what they say and what they do.
