D5.7: Principles and guidelines for platforms to use available data for corridor development

This report presents a validated workflow that shows how digital platforms such as FMaaS can facilitate the development of new multimodal freight corridors. We interviewed six logistics managers and found three critical requirements that shippers won't compromise on. First, the platform needs to be run by a genuinely neutral party—not a competitor or government body. Second, shippers want to know who will actually transport their goods before they share any data. Third, they need clear, binding contracts that spell out liability, how savings get distributed, and what happens if someone backs out. The workflow we developed addresses these concerns and turns what's now a slow, relationship-dependent process into something that can work systematically at a larger scale.
Impact on Platform Development and Stakeholder Approach: When integrated into the corridor development process, a future FMaaS platform must earn trust before requesting data, which involves adding an initial step where it clearly explains its governance structure and security measures. We learned that shippers don't just focus on cost savings; they also care deeply about which carrier will manage their cargo. This means the platform needs to reveal operator identities much earlier than initially expected. For shippers and logistics providers, this workflow offers a clear understanding of what participation entails, which should lead to reduced risk in their decision to engage.
Societal Impact of FMaaS: The current corridor development process depends heavily on personal networks and time-consuming manual work by regional managers. If FMaaS adopts this workflow, it can identify collaboration opportunities more quickly, match partners more effectively, and keep corridors operational even when participants change. The workflow shown in this report addresses this, helping make greener transportation options economically viable for companies beyond existing personal networks, accelerating climate action, addressing the truck driver shortage, and improving supply chain resilience across Western Europe.
